Problem getting OS 10 Beta

I signed up for the beta program and went to the website as directed on my iPhone. It then had we download the beta software. I was expecting to download 10 Beta but it gave me 9.3.3

Do I need to do something different?

Public beta for iOS 10 begins July.

The public beta is not available yet, and won't be until some time in July.

So all the folks on this forum who are commenting on OS10 already has a copy as they are developers not public beta testers?

Many who have it are developers. There are also many who have it and aren't developers, and acquired the necessary iPhone configuration profile file, and download outside of Apple.
