Problem Resizing Windows

Whenever I drag to resize a window, If i am going to make a window larger the content will get larger, but the area where it is visible (the window) remains the same size. This kicks out the adress bar and bookmarks bar in safari and things such as this in other apps. I believe it might have to do with zoom, but I am not sure. What might make my windows flip out with zooming like this?

the problem went away when i restarted, but any screenshots i took the windows came out black
