I don’t think I understand the issue. The apostrophe (‘) is created by pressing the, er, apostrophe key, the one immediately to the left of the return key. If you press Shift-apostrophe you get the quote (“) symbol.

Quote marks are shift+2 on that keyboard just like it is on mine. Danish keyboard layout here
 
Are you sure you have the keyboard layout set to Swedish? I have a Swedish keyboard, and the key to the right of Ä gives me an apostrophe without any modifiers, as stated on the key. If I change to the US layout however, I get the same result as you do.What you have to do is change the layout to Swedish in System preferences -> Keyboard -> "Textinmatnig" in Swedish, I don't know what the setting is called in English, and add the "Svensk" layout.
