I'm wondering if anyone is having this problem or has any recommendations:

When I use the front camera on Facetime, it works perfectly well. When I flip to the back camera, the picture freezes for the person on the other end.

I searched in the forum and saw one other person was having this problem, but after rebooting their phone, Facetime worked fine. I tried rebooting and still no luck. I double checked and the back camera works fine to take pictures and video.

Problem with face time rear camera

I have the same problem. I called apple and they said maybe it's a wifi issue but my husbands works fine. They said to restore as new but that didn't work either. He said to call 1-888- facetime to see if it's working properly. I'll call tomorrow during business hours. Apple says if none of these things work then I have to send my phone to apple. I'll be without my new toy. Sucks because everything else works perfect. I even have better reception than my 3GS.
 
I had the same problem. Try going to your contact and clicking on video call instead of calling them and then hitting FaceTime. Whenever I FaceTime in this manor it ha yet to freeze on me when switching cameras. But jus like you if I do not do this it will freeze everytime. Maybe it has something to do with being in wifi from the start. Maybe it is messing up somehow when switching from 3G to wifi? I really have no idea bu it seems to work for me. Test I and report back if you don't mind?
