Problem with iPhone camera

Hi, my mum send me a pictures taken by iPhone 5. I need help to identify the problem. Is it problem of hardware or software? I haven't tried restore yet becouse my parents live 200km far. Have you any idea what the problem is?

Holy crap, that either looks like a severely faulty and screwed up camera, or partially corrupted files. Are all pictures that she takes like this?
