I bought a refurbed MacBok Air M1 and received it yesterday.
Not from Apple, it was from a company called refurbed here in Sweden.

First time setup i was asked to join my home wifi. Entered my password and i get this message.
I also tried several times and also used my iPhone as a hot spot (is that the real name?), and connected to both WiFi and lte.
The same message appears.
Can i fix this or should i return it?

Also every time i start the Mac i see a image of a Apple mouse for just a second appears on screen.
Is this normal?

I have now run Diagnostics and run the Mac in offline mode.
It did actually connected to my wifi.
When the diagnostics was over the info say that nothing was wrong, ADP000

Restarted the Mac and the same goes on. Choose language and country and when I insert my wifi password it’s just show the error message, like the image i attached.
What is wrong!?
 
Either move forward w/out network connection during install (you can WiFi connect later) or use a USB-C ethernet adapter for a wired network connection.
 
I suppose it's a pretty basic thing but- have you made sure the correct keyboard is installed?
I have had that problem as they tend to come with the wrong keyboard for me and you may therefore have simply typed the wrong password.
