I was wondering if I may solicit some expert advice:

I recently switched ISP's, following this I have been unable access youtube and twitter on my macbook from my home connection (although am able to use my laptop to access both sites from my university and local internet cafe).

This led me to believe it was an ISP problem, but following consultation with the tech support at my ISP and use of a proxy site (using unblockworld.com I can access the aforementioned sites) it was concluded that there is a ip proxies (??) problem on my macbook is causing the problem.

Apple Asia Pacific support have been less than helpful, I was wondering if anyone here could give me a few pointers about how would one go about reconfiguring things so as to resolve this problem?

So you can access the sites normally while at the university and Internet Cafe, but not at home? Then there is an issue with the ISP as long as you haven't changed anything in OS/X. The proxy is bypassing some type of block at your ISP or maybe even the building you live in that your connection gets routed through.

You could try changing the DNS from DHCP in Network under System Preferences to static using the Google DNS found here.
