Problem With Someone Downloading File From iDisk

I have a file that I want to send to my publisher that is too large for my mail server to handle so I put in in the Public folder on iDisk. When my publisher tries to download it , he says it starts and after a few minutes it just stops - no error messages.
Am I assuming correctly that anyone can download it and if so what is the problem?
