Hi,
When I increase the brightness of my iPhone 6 the moment I take my finger of the hotkey the brightness decreases. But when I return my finger onto the hotkey it says the brightness is increased. Auto-brightness is off. I had turned on and off the phone, but the problem is still there.
 
Hmm. If what you mention is "when tapping on that slider, brightness is up. Leaving, brightness is down", then I would say this is how Apple tells you what your desired brightness is.
I test this feature on iOS 10 beta 3, iPhone 6s Plus. Nothing really abnormal. I can notice a significant brightness change when sliding the "hotkey" from leftmost to rightmost.

This is normal behavior. When you swipe up control center the device is actually dimming the screen more so than just having the screen on. When you touch the slider, it brightens up the display to as if control center was closed. That way you can make a more informed decision when choosing a brightness.
