Every morning I wake up in bed, grab my phone and unlock it with FaceID without an issue. Subsequently, I will open up other apps such as a Banking app that requires FaceID and it will fail consistently.

I should note that I wear contact lenses and when I wake up I sometimes squint with one eye to see better since they are not in yet. The room is pitch black. I do so during the initial unlock as well which is always successful. I even purposely try to not squint and it fails with the same consistency. This problem goes away once I am more fully awake.

Does anyone else have this issue in the AM? Why does the initial unlock always work but then app unlocks fail?

The phone needs your full attention unless you turn off attention awareness features. Go have a shower, wake up properly, then come back to your phone. As for why it’s unlocking and not working at other times I couldn’t say. Something about you must change in that moment. Could be a software bug but I’ve encountered no issues with the api so far.
 
Just to note, I have attention awareness turned off.

Perhaps your phone has a dodgy sensor? Can’t see why it would be giving you problems if you don’t even have attention awareness on. It’s been a dream for me. Even in low light and in third party apps is where it works most consistently.
