Problems Registering With iTunes

Is it Just me Or on Step 3, when you click continue it gives the error message: Payment Processing Is Temporarily Unavailable, please try again later.
Im thinking its just a bug or its apple configuring something due to the new itunes update? Is anyone else getting the same error?
