I've never had an issue having all the photos I take on my iPhone and iPad seamlessly sync with each other so I have the same photo library for both devices.
I noticed that the syncing stopped a few days ago, so any new content only shows up on the device it was created on. What's weird is that everything is syncing up on the photos app on my Macbook Pro. I tried resetting both devices and turning iCloud photo on/off, but the problem is still there.
