Hello everyone, I am having lots of problems with my iPad telling me there was a problem reloading the page. Plus the screen often freezes or the page just shuts down. Can anyone offer any solutions please. I bought this iPad second hand and I'm feeling rather duped!

It's an iPad 2 but it's second hand. I am wondering if I've been dupd

You have not been duped, but how much did you pay? It is a 7 year old device running 512MB of RAM on an iOS that is 4 years old. The user experience is just not going to be great in 2018. The reloading webpages is because there is not enough RAM to properly load the website. It was especially problematic on the original iPad mini.
