Have to touch icons several times to open, swipe screen to get next screen several times, etc. Any fix for this?

A known issue, a software bug in iOS 15 that affects various model of iPhone. It manifests itself as having to repeat a touch or the *no touch* where you are about to touch the display and the display reacts as if you had actually touched the display.
Apple is aware of the issue. Maybe there will be a fix in iOS 15.4.
