Is there a way to add a profile picture I notice some people have one ???

How do user titles work

You have 470 Posts to go before you can have an Avatar.

You need 500 posts to have an avatar (the picture shown below my name in this post), but for a profile picture on your profile page (my profile page), you do not need any posts. You can set that profile picture here. (I do not know if it works via Tapatalk.)

Yes you can, click on User CP in the top of this site, it will show you your own profile, on the left is a link to set or change it.
