It's hard to tell what features will be unlocked, your best bet is to call Samsung and ask them directly.

Unlocking your phone for a fee won't necessarily void your contract and it will let you switch between different carriers with the same phone using different sim cards. At least that is how it works here in Italy.

Feature-wise, though, I don't know. I think it depends on the particular phone you're using.
 
How big is the mp3 file you are trying to use as your ring tone? I have a Samsung SGH D807 and the mp3 file cannot be bigger than 600kb. If it is bigger, it wont be accepted as a ring tone.
 
I think it's about 3MB for the file. I should probably cut it down a bit but I have a feeling that it won't make a difference.

A tip worth remembering for encoding MP3 ringtones for a small file is to encode them in mono - most phones don't need or benefit from a stereo ringtone, and it gives you twice as much space straight away before you start crunching it down any further.
