Program to open dbf files and shapfiles?

I am trying to open dbf files and shapefiles from my local tax assessors office and my MacBook pro and MacBook are both unable to open them. I get the notification that "there is no application set to open the file." Any suggestions?

Googling reveals those are GIS related files. You'll need a GIS application to work with them. I am out of my element here, so I cannot recommend a specific app.

I wasn’t even sure what GIS files were. I’m definitely out of my element too.

Guessing @EmmEff is correct re: these being GIS files and not dBase (well, technically, it appears that the dbf file is dBase, but is part of the GIS file bundle).

LibreOffice and OpenOffice can open dBase files, but if could not open with Libre, Open won't do it either as Libre is more feature rich and better supported these days.

There is a viewer app from the vendor for these, but Windows only.
