Programming F keys on MBP

Hey, kinda weird question...

On an MBP, I want some of the keys (specifically the ones controlling volume) to control HARDWARE without using the fn key, and i want some other keys (expose!) to control SOFTWARE without using fn. Is this possible?

any ideas? This would be very very helpful for a lot of people, i'm sure...

It is not possible in OS X. A 3rd party software that maps keys may work (maybe xkeys ?).
