programming sound button on non apple keyboard

my mac keyboard broke and i have another brand keyboard.

eject button has been moved to F12. great.

i need my volume buttons.

is there a way to program my vol down to f1 and vol up to f2?

Other than the software already suggested, what brand of keyboard? A good number of Win-generic keyboards have volume buttons on them that work right off with OS X.
