Programs staying on top of EVERYTHING!!

First of all I did a search if somebody else posted but I couldn't find anything. I am running Mac OS X (Tiger) on the iMac, and as the title explains there are certain (if not sometimes all) programs at one point stay on top of everything: other programs, pop-ups, menus, ect. It's never all the programs at the same time. The programs that endure this the most are: Firefox, Safari, Azureus, iTunes. I read on another forum that Firefox does this when it's playing a flash (or similar) video and that all you have to do is restart or quit it, and it will "fix" it but for the moment cause as soon as you get on another website with flash, boom 😡 it will happen again (and trying to avoid a website now a day with out flash is hard). But what is the explanation for the other programs. This gets really annoying when you are using keyboard shortcuts and you accidentally quit the wrong program. So if any body knows the solution or anything to help please post thanx..... by the way any Leopard owners have yall had this problem..cause am thinking of upgrading
