1. Is ProMotion within the screen or a feature attached to the logicboard, separate from the screen?

2. Because in relation to the white spot issue (Pro 10.5), is it specific or imbedded on the screen or hardware issue attached to the screen?

AFAIK, ProMotion is more of a hardware feature than software feature, though software support is also critical. It includes a screen that is capable of displaying in 120Hz. Then, iOS drives the display to make the motion smoother by utilising that 120Hz display hardware.
Regarding your white spot issue, it is purely a hardware issue, otherwise it will go away easily if software is the culprit.
