"Proper security settings' - help!

My mac has been acting strangely lately - i-photo in😕 particular -won't delete pics etc.
I got this message

Library/startup/HP trap Monitor has not been started because it does not have the proper security settings"

I am not technical - what do I do & how do I get the proper security settings?
