Im not sure what is going on here, but Ive downloaded dozens of shots taken by others in ProRAW and when you open them up in the Photos app, they look awful. Like the WB is way off and there are computational effects added. Here is a DNG file opened in the Photos app and the same photo opened in LR. There is no editing this photo in the Photos app. Tried on my iPhone and iPad Pro and with no WB setting and Photos limited editing capabilities, its impossible. Have to pull them into LR. Hopefully this is just an issue in beta and they will fix this before the public release because its awful.

You’re probably only seeing the embedded JPG thumbnail in the DNG in the Photos app. And given the DNGs are generated in beta version, I would imagine previews are not going to look right in a version of iOS that can’t use it properly. DNG is DNG but ProRAW is not really RAW.

It says RAW right on it and it changes quite a bit when you tap the edit button

Your in beta, wait till final release.

it’s Apple version of RAW, not real RAW.
