I have a question about PRSI forum rules. Are blatantly racist comments permitted under the rules? Because, apparently, pointing out that a racist post is racist is not permitted, but I'm wondering if there's anything that can be done about the racism itself.

Are you posting and calling out the racism in a post, or are you using the Report function to report the racist post?

By reporting the actual post, the Moderator team can review the post, collaborate and take appropriate action, even if that action is no action (something you may not agree with)
However, if you are posting and calling out the racism in the post, it can create a virtual ********* that results in additional posts that require even more review, moderation and cleanup

I would suggest, rather than calling out posts, you report them using the Report function
If no action is taken, or you feel the action taken was inappropriate, then use the Contact Us form to bring the matter to the attention of the Admins
If you feel you have been improperly moderated or singled out, you can also use the Contact Us form to alert the Admins to that as well

Please use the report post function and the moderation team will handle the reports. We do not permit racists posts and so if any post is over the line the moderation team will handle it.
