Ummm... this is a very common way to grab an email from a long thread when working in business. Not all headers are there at all times and some threads go on for weeks with lots of replies. I understand if someone's not at a busy company with lots of various outside contacts, you may not 'get it,' but I assure you it's normal for a business user.
I have lots of issues with Ventura for using my MacBook in business that are evidence of a infrastructural problem at Apple QA - this just being an annoying symptom. Too many people with computer engineering "degrees" but not much real world experience in business or organic computer engineering/coding skills learned from childhood are now writing and "testing" software at Apple. You can guess why.
