I didnt update to beta 2, can i go right to beta 3, or do i need to install beta 2 first? (app store only shows beta 2 right now)

I don't think there are combined updaters for the beta, if you want to go ahead with the install, then do that.
You would install 2, then immediately install 3. 3 should show up immediately when you have 2 installed.

Did PB3 fix the external display resolution issue on the 12" MacBook? On Yosemite my 2K monitor works flawlessly at full resolution 60Hz, but with El Capitan couldn't get it to transmit higher than 1080p.

I've got warnings both while downloading beta3 from appstore and in 20 seconds after restart for installing it, smth like:
"OS X El Capitan could not be verified". And only 1 option - restart computer.
After restart appstore suggests to download it again, already tried up to 3 times, same issue.
Any suggestions how to fix it?
I have clean installed PB1 which was updated to PB2 with no issues.
Thanks!

UPD
On the seventh try it downloaded it correctly and installed, phew...

Much like the patch that was released for B1 my computer hangs at the restart screen (desktop cleared, dock and menu bar gone).

Any ideas how to get around this?

EDIT: Fixed now.

A quick PRAM reset and it worked like a charm.

Anyone else have their keyboard shortcuts disappear with PB3?
I noticed a few settings that reset to defaults, such as sidebar, and on one Mac, the video settings for a third party display had to be re-entered.
So, I think it is reasonable to find that some settings might be reset to defaults.
And, quite likely that you might see custom keyboard shortcuts missing as a result
If you can't get the shortcuts to work now, can you tell us if they are system-wide (copy/paste, screen record, etc), or shortcuts for one app (which app?)

Hey, and what about Beta 4 or 5?
That would be for a developer thread, eh?
The Public Beta is at version 3.
The developer beta program is currently at version 5.
The two betas are approximately the same currently, but serve different audiences, and are on different schedules.

It appears they have reset to default. All of them are gone. No big deal. But I thought they were an iCloud thing so shouldn't they sync from the shortcuts I have on my iPhone?

Has this fixed the airplay issues people were having and the re-sizing Finder window margin issue?

Public beta 2 was build 15A225f.

It looks like public beta 3 is a "delta-style" updater, that is designed to "install over" public beta 2. It's not overly large, 1gb+ in size.

I installed public beta 3 and am now at Build 15A234d.

for me, shortcut syncing between my laptop and mobile has always been flakey.

After installing DB5 (which is as close to PB3 as to be the same for most things) my shortcuts seemed to regress to some random earlier state. I renamed them on my iphone, waited for them to sync across then renamed them back. That's done the trick so far. No doubt they'll mess up again at some point.

Strangely, nothing is showing up for me in the Mac App Store Updates section. It just says No Updates Available.

same here. Maddening.

I've tried rebooting, refreshing, force quitting processes and restarting MAS. Nothing seems to work.
I'm avoiding messing with SystemVersion.plist. It seems a select few just cannot access the update

Try re-adding the catalog URL:
Code:
sudo softwareupdate --set-catalog https://swscan.apple.com/content/catalogs/others/index-10.11beta-10.11-10.10-10.9-mountainlion-lion-snowleopard-leopard.merged-1.sucatalog.gz
Now try searching for updates in the MAS.
