If iOS 10 were to have a public beta (something I'm guessing will be very likely), is it possible for me to install it on one of my iOS devices without it downloading and installing on all my others?

If this is a problem, could I just make a new Apple ID, sign it up to the public beta, install the beta then just sign into my other account for my purchased apps?

iOS 10 will defiantly have a public (will release two weeks after tomorrow's developers beta). All you would have to do is to go to Apple public beta software program, sign in with your Apple ID, choose iOS, enroll your iOS device. from there the beta provisioning will download. Once your iPhone restarts you will be able to go you software update and install iOS 10 public beta 1.

So it only affects the devices I assign to it correct?

Yep. When you go to the public beta website and click "Enroll Your Device", you will be prompted to install a "Profile" to your device and restart after it is applied. Only the devices with that profile installed will search for beta builds in the regular software update screen in settings.

Also, I don't think there will be a public beta until July or so. That's how it was with the iOS 9 public beta. A new developer build releases every 2-3 weeks, and the first Public Beta build didn't come out until Developer Preview 3. So expect a 4-6 week delay on Public Beta 1. If I'm wrong, then we all can be excited we don't have to wait so long lol. I just wouldn't get your hopes up.

Apple probably would want to keep the horrible bugs of early builds away from public, more average users, so they wait for a later, more stable build to release to the public.
