Did they say when it's out for the public in beta? was it just july or a certain date?

It was the first few days in July last year, but who knows if Apple will stick to that; it'll probably depend on how stable a release they have developed by then and judging the the current beta, it's pretty good.

Most likely around the 3rd Developer Preview, usually in July, as based on previous iOS and OS X betas.

Seeing as how i am not renewing my dev account this year, if anyone wants to add my iPhone UDID to their account, that would be awesome

You don't even need to sharkie. Just download the beta profile and the update will show in settings. You need to get rid of the public beta profile first.

Apple stated, during the WWDC keynote, that the public beta would be "available in July".
