Purchase iPhone 6 retail (Canada) remained unlocked?

I am getting a little different information purchasing an iPhone 6 from my carrier vs. the Apple Store.

I was told by the Apple Store that all there sim-free iPhone they sell remain unlocked. When I went to my Rogers rep to activate my phone, he said only the phones they sell online remain factory unlocked.

Who is right?

If the Rogers rep is right, I will have to return my phone and buy it on line. 🙁

Trust Apple over robbers all the time.
If you but factory unlocked from apple, it will remain unlocked.

A full price iphone from the Apple store in canada is unlocked and will always stay unlocked.
