I've noticed that every purchase I make on iTunes and App Store now tell me that there will be no refund on anything I download within 14 days of purchase.
I never noticed this before.
Technically, they've always had a "no refund" policy, though they would sometimes make an exception on a case-by-case basis. I suppose the new "no refund" statement is to make the lawyers happy.
