Would like to buy a cellular AW3 for my son for Xmas, he lives in Boston and we are in Canada.
Do you know if this is possible or are watches "locked" to a specific carrier when you buy them.

Surprisingly, when I called Apple support they said to not install the SIM card !! She was not aware that the SIM card is internal........

The Apple watches are not locked to a specific carrier. Once you purchase the Apple Watch to use LTE, you have to contact the carrier through your iPhone service is to initialize the LTE service.
 
Apple Watches may not be locked by carrier, but they do have an electronic sim card. I've been told they will not work internationally either. So a Canada Apple Watch may not be activated in the USA.
 
The Apple Watch (GPS + Cellular) models work internationally!

Apple Watch Series 3 (GPS + Cellular) comes in three regional models – Americas, China, and Europe/Asia Pacific. Note: the Apple Watch is unable to "Roam" on networks other than the one that it is activated on. This applies to all carriers, no roaming from your home network!

Again as previously posted above, an Apple Watch (GPS + Cellular) purchased in Canada can indeed be activated and used in the USA with AT&T, Sprint, T-Mobile and Verizon as of today.
