I just got a new iphone 4 replacement. I restored from backup and my push notifications don't work. I have removed the apps, reinstalled and it doesn't ask me do I want push. Yes notifications are on. Does anyone know a way to reset them without a new setup. I don't want to have to replay all of Angry Birds, and no I am not jb.
 
I have done both, but for clarification rebooting is not a simple power on/off cycle, correct? It is holding down the home and power button together until the phone restarts?

That's a forced reboot for if your phone becomes unresponsive.

For a simple, regular reboot, hold the sleep button (the top button) down for a few seconds until the "Slide to power off" message comes up. Slide it to the right to power the phone off, wait until it's finished, then press the button again to power the phone back on.
