I am going to buy an iPhone 4 for my brother and there is a high probability of getting one on 6.1.3. So I will use redsn0w to do a tethered jailbreak on this.
Now my main query is that if ever I cannot boot tethered because of say unavailability of a computer around or anything similar, will the phone boot just fine in normal mode like stock iOS enabling me to still use majority of stock and downloaded apps and make and receive phone calls and messages.

PS: this question has probably been answered when I asked in some other thread but asking again before I buy the device.

It will still boot and the phone and messages app will still work. Not sure about other apps

First move is to add the source repo: http://thebigboss.org/semitether/.
This will allow you to install SemiTether.

This tweak allows your iPhone to reboot and keep your stock apps/phone/sms until you can boot on your home/host computer.

Obviously all your Cydia apps and tweaks are not usable until you do so.

I think all tethered jailbreaks after iOS 5 is semitethered. I don't have any device that's tethered so I can't say for sure

Will be glad to have normal boot at least in case of non availability of computer.

that won't be possible on a semi-tethered jailbreak. Safari was one of the stock apps that used to not work when semi tether first came out so not sure if it has been updated since
