iPad Pro Query about storage space on iPad Pro

I have the latest 11 inch iPad pro running on iOS 13. My query is this : The amount of free memory my iPad shows in files app is significantly less than what it shows in my settings app. Why is that?

Not sure what you are referring to here. I don't see any free space showing when selecting files under iPhone storage ....

When I go into the Files app, and open On My iPad section.... It shows at the bottom amount of storage available. That is significantly different from what is been shown available as seen in the settings app.

No, as he said and as it hows in the screen cap, he's looking at "On My iPad", which shows what's stored locally on the tablet.
