Query re messages on apple watch

When a text comes through to my watch, it does not alert me on the phone.

How do I get it to alert me on both but I want the phone to beep if the sound is on or if it is muted nothing and I want the watch to just vibrate but make no sound all the time.

Can anyone help me?

Notifications go to the active device - if you're wearing your watch and it's unlocked, then the notifications go to the watch. If you're using your phone when a notification comes in, then the notification goes to your phone.
