If I were to become a developer, would I be able to download the new OS betas on a PC? I know you have to have a mac in order to be able to develop Apps, I'm only interested in downloading the betas of the new OS 3.1.

To answer your question, yes.
But to ask another, why?

Honestly, "playing" with the BETA versions of the OS is not a good idea.
If you are looking to just get newer versions to try some new things early, it isn't worth the risks involved.

I have at least one paper weight 32gb iPod Touch sitting right here that I use for the development program.
