So i am in the process of downloading Gold Master without a Dev account. My question is: When ios 7 is released to the public do i upgrade to that version? i'm confused as to what happens?

If you read the forums this question has been answered.

The GM IS THE SAME as the public release.

GM and the public release are the same, so there won't be anything to update to, unless a more updated version is released, like 7.0.1 right away for some reason or soon afterward (in which case you'll be able to update to it as any other new update).

Also I cant use my itunes with it...

If you're using a Mac you need the iTunes beta, obtainable from the developer center.
If you're using Windows you'll just have to wait for the next iTunes update -- I'm sure next week when iOS 7 becomes official.
