So I am currently in a family plan sharing icloud space using apple one. Suppose a couple members have their own icloud+ subscription as well on top of this. I know that the storage stacks, however - how does that space get prioritized? Does their own personal subscription get used up first- then afterwards the shared apple one storage gets used? Anyone have experience with this and able to chime in?

I use a family plan. I don't think the storage stacks. You only have one iCloud storage plan at a time. Adding someone to a family plan "turns off" any individual plan they may have.

Correct. Only the owner can stack storage after family integration. Individual storage will be terminated when they join the family storage. Any stacked storage after just adds to the total.

so I heard that the auto cancellation is usually the case, unless your personal subscription has more storage than the apple one/family plan (if the family plan has 200gb but you have 2tb then your plan will stack). If this is the case, does it use personal storage before family storage?

The last 2 times I came across this, the family members, when joining the family had the prompt: Keep your own storage plan or join family plan? Based on their choice - it would dictate what happens. Keeping own means they don't touch family storage, else it cancels theirs and uses family.

I use the family plan. I believe that I still had my personal storage + what I got from the family share until the end of the billing period, then the storage dropped to what it should be based on monthly charges. I am sure that if for whatever reason, the personal remains, apple can assist with this.
