I bought an iphone 6, brand new sealed from a seller online. It was AT&T, which is fine. I haven't activated it yet because I'm on Verizon, and going to switch later. I tried to sent ATT an unlock request just for the heck of it. It turns out the previous person who sold me the phone didn't pay off their phone, and terminated the service. Am I at penalty for the previous owner's actions? If I go on ATT and then switch back to Verizon, will they let me?

That website doesn't seem to work, but I tried a similar site called swappa. My results said:

Blacklisted: Not Indicated This device does not appear to be globally blacklisted.
Activation Status: Clear (IMEI Blacklist) Device appears to be activation ready.
Apple:This is a valid Apple serial number.
 
If they previous owner stopped paying their contracted service, then yes, the phone will have it's IMEI blacklisted. However, if the previous owner didn't have a contract, you should be fine.
