I've made a playlist, added some songs to it, then clicked the 3 dots next to the playlist and clicked on make songs available offline.

When i enter the playlist, the offline symbol doesn't appear next to the songs but they are in fact available offline.

When i add additional songs to that playlist, they aren't automatically downloaded for offline playback. I have to click the 3 dots next the playlist, remove downloads, then click on make available offline. Either this or individually make the new songs available offline.

I'm i missing something or is this how the app is supposed to behave?

It's a bit buggy, yes. I don't think this is how it's supposed to behave (and if it is, Apple needs to replace their UX team), but this seems to be how it's behaving for most everyone, so...it's not you, it's them.
