I believe the no - commitment pricing for the iPhone follows:
iPhone 3GS 8GB : $499
iPhone 4 16GB: $599
iPhone 4 32GB: $699
Your contract does not change when you buy an iPhone at no - commitment pricing. You should ask and confirm that they will offer you the 32GB for $400. I wasn't able to find anything about $400, but they might just be cutting you some slack.
