Question about Setting up as New and Restoring Photo

So i want to restore my iphone 6 as new because the battery is draining really fast on 8.1... i actually tried it and i was able to get everything back like my apps and my settings(manually) and my music... but my photos and videos did not come back..so i just restored from a back up and now everything is back.... how do i restore my photos and videos after setting up as new? do i need to be connected to wifi for them to come back? thanks

Bump, would like to know if there's a possible way. I wish to set up as new cause my battery life is horrible.

Only 2 ways:

1) Use iCloud Photo library
2) backup photos to a computer

Otherwise any photo that hasn't been backed up to some form of storage will be lost.
