I never upgraded my phone before and I plan onto with the new iPhone. I'm eligible for a free upgrade through Verizon, does that mean I don't have to pay the 199.99$ the phone will cost?

Also I have unlimited data on my number, can I use the upgrade of one of my family members and switch the new iPhone to my account to keep my unlimited data?
 
The $199 price is usually the price when you have an upgrade available. Otherwise it is starts at $599 (I think). I would think that a call to Verizon would answer all of your questions.

You're not eligible for a "free" upgrade, you're eligible for an upgrade. That means, you can buy the phone at the subsidy price with a two year contract. With the upgrade, the lowest storage model will be $199, and will increase to $299 and $399 for the models with more storage.

If you bought the phone without using an upgrade (off-contract), prices would begin around $600.
