Question concerning "about iPhone" in settings

my iPhone6 has no pictures on my phone no music and I delete all attached images from my group chat but yet in the about settings it says I have "46" photos. The number grows when I receive a new picture but never deletes when I discard it. I have restarted once and nothing changed.Am I missing something? I have had previous iPhones before and never noticed this but I do some how always end up with at 8+gb taken by "other"
