How do you shut down programs running in the background?

Looks like double clicking on the home button does not bring these up to shut them down.🙄

It does for me. It works exactly like it did in iOS 7. Double clicking the home button brings up the recently used/running apps. Of course now iOS 8 also has recent contacts at the top of the screen.

maybe you are confused by a iPhone 6+ feature which shifts the screen elements down when you double-tap the Touch ID
