Hi everyone, first time poster but long term reader...

Hoping you folks can help...

I am thinking of buying the new Air 3rd Gen, BUT... I wanna keep it on IOS 12.1.3 (Factory settings).

If I turn on the ipad and go through the usual first time set-up using wifi, will it then try to auto update to ios13/padOS STRAIGHT AWAY???
 
Just to let you know, I’m using an iPad Air 3 on iOS 13.1.3 and I don’t see any deal-breaker bugs. Yes, I do still see the Reminders and Mail bugs, but they’re easily mitigated by refreshing the screen (pull down). And, I use my iPad as my main machine - sort of a quasi-desktop, with an external keyboard (Logitech k780) - 10 hours per day.
 
Probably will come with iOS 13, as Apple does not keep old stock lying around. They build pretty much everything on an as-needed basis. At "best", you might get an iPad with initial v13 release.

Not sure where you’re getting your data, as Apple strives to have 4-6 weeks worth of inventory in the sales channel at all times unless an upgrade is imminent. They used to give stock levels during their quarterly financial conference calls, but I don’t know if they still do now that they’ve stopped reporting unit sales counts. Guess I’ll pay attention to the 10/30 call to see if they’re still releasing this data.

So Older models of IOS devices are manufactured "new" with the latest IOS??? So an iphone 8 bought tomorrow will have ios 13?
 
Ok, to put it this way, Apple manufactures tons of devices in batch, each will be loaded with the most current iOS software available at the time the device is assembled. It is not unrealistic to get a new device with iOS 13.1 straight from Apple or iOS 13.0.

However, Apple does not keep the devices with older generation of iOS around for long. So, it is impossible to get a brand new device from Apple with any version of iOS 12 on it. If you really want that specific version for whatever reason, you need to look up Craigslist or eBay for used devices.

What you are describing here seems to fit in with my experience. I bought my 2018 iPad (6th gen) last year around end of September/beginning of October. It was stock iOS 11 still and offered me an update to iOS 12. I had to confirm and approve it. It was not automatic.

On the other hand this year I got a company iPhone 8 and I think that it was directly installed with iOS 12. I don't remember upgrading it from iOS 11 to iOS 12.

So it seems that in this buffer period there might be some devices sold with still the older iOS version but after 1 or 2 months the new devices will be with the new version.
 
You can turn off auto updates. I'm running iOS 13 on all my devices, including my 2017 iPad Pro without issues.
