I know that one of the USB ports is dead since it will not boot the usb stick installer. any suggestions on what to do.

Were they working before starting the installation? If you have a bootable USB drive connected, the Air should detect it during the boot process. The question mark appears because the Air can't find a bootable drive.

Click to expand... correct it boots to the usb and then I can't do anything to reinstall because the mouse and keyboard aren't working.
