Question(s) & help with AT&T iPhone5 unlock please.

Hello, I'm not very familiar with this phone stuff and was asked by my brother to look for some kind of unlock service. He couldn't get his phone unlocked by AT&T since his contract wasn't up apparently, and from what I can tell 3rd party unlocking services are all wonky right now since AT&T changed up the way they unlocked their phones. Do I have it right?

He and the rest of my family will be leaving this Sunday for 3 weeks, is there a chance that his phone can be unlocked by then?
 
You can keep trying calling AT&T and hope to get a good rep that's willing to do it.
It's not a guarantee but worth a shot. Or pay over $100 for those 3rd party unlocks.
 
Ugh, had to go to the hospital yesterday so I couldn't really follow up.
I don't think he would mind paying the $100, but are there any reputable ones that would be able to unlock his phone quick?
