@LFC2020 have you tried powering off both the new iPhone and the watch? I did read a post somewhere that described a similar situation and a reboot of both devices then brought up the prompt to move the watch over.
Didn’t try that, had to pair the watch again. 🥺
 
Health data is stored in the cloud. If the OP did a recent backup of the phone and then unpaired his watch, the health data should still be there.
actually, isn't it first stored on the phone and then sync'd to iCloud when you have it enabled in iCloud?

My Health data on my phone is 2.16GB, I have some small old docs in iCloud and I do have it enabled for Health, but my entire iCloud storage is 320MB - so, I honestly don't know if my health data is really in iCloud? I backup my phone to my Mac, not iCloud ...

Yes, it is first stored on the phone and then backed up to the cloud for those who use iCloud.
 
So am I able to set up a new iPhone (as new, not from my old encrypted backup) but still keep my workouts/activity history? I do have that part going to iCloud (takes up about 200mb).

I really don't want to carry over stuff from the old iPhone, but I want to keep workouts/activity if possible. In the past (since Series 0) I've been restoring from my iTunes encrytped backup because I didn't want to lose my workouts/activity stuff.

Getting a 12 Pro Max in a few weeks.
