Questions about downloads from XBL

So right now my xbox is not connected to xbox live or the internet. but i want to connect so i can purchase some expansions for some of my games. so i was thinking that i could just create a temporary XBL silver account and then download what i wanted. the questions i have are:

1. will this work?
2. will i be able to use the downloads on other offline accounts on my 360?
3. will i be able to use them when my 360 isnt connected to the internet?
